TAP TSI Services Governance Association (TSGA)

The TAP TSI Services Governance Association (TSGA) was set up in December 2016 as a long-term governance structure aiming to provide regulatory services that are needed for railways to meet their obligations and for third parties to enjoy their rights under the regulation:
  • Registry Service (indicates where to find all types of resources requested by TAP such as timetables, fares, reservation system, public keys for print@home tickets) and it helps all actors to be notified of any changes for those resources)
  • Reference Data Service (provides standardised location information and code lists)
  • Data Quality Management Service (tool to control the quality of data formats)
  • Administrative Services (needed to provide the above services)

The non-profit association constitutes a key milestone towards fully implementing the technical specification for interoperability relating to the subsystem ‘telematics applications for passenger services’ (Regulation (EU) No 454/2011, “TAP TSI”) of the trans-European rail system.


The TSGA thereby acts as a regulatory-driven enabler for businesses to step further in the field of digitalisation focusing on the “Retail” provisions of the Regulation.

The TAP TSI Regulation sets out common technical standards for the EU-wide exchange of rail transport data and is currently being implemented by the railway sector.

News

The TSGA started an official procurement process for the regulatory services in March 2018. After more than three very intensive months we choose an adequate candidate among the procurement process participants to develop the services, which were finalized in August 2019, and officially launched and are available to TSGA members since September 2019 and to all stakeholders as end 4Q 2019.

TAP TSI obligations for Railway Undertakings:

According to the TAP TSI Regulation 454/2011, in order to be compliant, each Railway Undertaking operating in the European Union shall:
  • provide to the TSGA its retail reference data in order to feed the TSGA regulatory services (as the RRD)
  • indicate TSGA were to find all the required resources as indicated in the Regulation (i.e.: up to date timetable, fares,…).
